        Moving towards information age which is the undeniable reality of third millennium, is more fundamental than conventional imaginations about the rise of computers or virtual spaces number only. In this era, a considerable share of intra and inter-urban communications done by Telecommunications, which is not only independent from geographical and physical environment, but also is completely intangible and invisible. Significant advances in telecommunications and undermining of time and distance constraints, in one hand, dominate a new logic –space of flows- on world geography and in the other hand, define the future city as an integrated physical- virtual phenomenon. Now the key question is that in such situation, to what extent the conventional methods in urban management based on only physical reality of cities, can manage and plan the new trends of future physical-virtual city? In this research, with a fundamental approach and analysis-based method, first we clarified the main features of current management and planning by studying the basic principals of industrial society. Then by comparing these with changes in the information era, the conformation of conventional methods has been evaluated. The research shows that these methods mainly don’t have enough correspondence with the principals of the new age. This leads to decrease in the efficiency of such patterns for the future city. These Incompatibilities have been explained as three challenges faced with current management and planning methods: challenge in concepts, challenge in method and challenge in indicators.         Design of an effective strategic plan in the level of national to regional, and from ministries to governmental organizations is one the most essential priorities in the realization of national policies and goals. In addition, Islam as the most complete religion, provide some values and tenets that could be used in the administration of the society and ruling based on them will lead to perfect felicity of humankind. Thus, in this research, the efforts were concentrated on the manner of influence of Islamic values and tenets and also achievements of human pure sapience on the various governmental plans. For this purpose a methodology was proposed for codification of governmental plans, so that Islamic values and tenets, and approaches based on knowledge and technology, will be used in a structured way in the design of directive elements (vision, mission, goals, qualitative and quantitative objectives) of a strategic plan. Furthermore, the proposed methodology was implemented in the design of directive elements of a strategic plan in the economic and social sector of government, and the results about the economic sector was reported in this paper.         Growing older is affecting on the size and composition of the workforce that has an important role in economic growth .the Countries with low or declining fertility rates, facing with a very little or maybe decrease in labor supply. Reduce in the number of employees may have negative effects on economic growth and public welfare at the macro level. In the institutes' level, this object features itself in the different area such as increasing insurance costs, absence from a workplace, increasing wage costs and also at growing disjoins rate and losing knowledge. In this paper, we first survey the workforce composition trends in Iran. Then with surveying impacts of this object in Institute's performance with using logic of balanced scorecard model and drew the dynamic relation between structures and surveying the impacts of this changes and expresses a strategic overview at organization's human resources focused on composition of the workforce. The purpose of medium term production planning is optimum usage of human resource, equipment, and capacity to meet demand during a given period. Always, in the organizations, there are multiple and sometimes conflicting goals in planning. On the other hand, production planning models should be designed so that to be able to deal with uncertainty and lack of information.         Developing a roadmap for an organization creates a clear path to a series of goals and visions for the future. Organizations use roadmap as a tool for variety of strategic objectives and the reason of this, is the diversity of approaches and techniques in this field. Roadmap helps companies, industries and organizations to map what they need to do to succeed in the future. Planning for supply appropriate human resources for the organization's future is one of the key and strategic decisions making for the organizations. In general, the purpose of succession planning is the preparation of talented individuals within the organization, to fill key, delicate and strategic jobs. Therefore, planning to build an integrated model to replace the old forces in any organization is inevitable. Therefore, in this paper we have tried to draw a comprehensive roadmap for the implementation of the succession planning as a roadmap for the survival of the organization, as well. A case study in this paper is the Iranian Gas Transmission Company, district 3 and with respect to the company's strategic importance to the country from different aspects affecting the sustainable growth, the development of roadmap for the future of this organization has been on the agenda. Data collection based on experts' comments and by using the Delphi process was conducted. The findings show that the roadmap developed according to the validation conducted by experts, has been well managed the visible and invisible Gas company needs to provide succession of forces according to the goals.         The purpose of this research is to present a pattern regarding lay-off in local organizations (a case study about municipalities of Esfahan province) and also to analyze the impact of structural, behavioral and individual factors on lay-off and its aspects. The method used to do this research is descriptive and correlative .The method used to collect information is mixed (qualitative and quantitative).In the first stage (qualitative approach), the subjects were 22 experts who had suitable information about the issue of lay-off. A lay-off pattern and the influential factors on lay-off were designed using the fuzzy Delphi method and also fuzzy logic. These two methods were used to have more correlation between the views of the experts. Then, in the quantitative part, a questionnaire was designed in order to evaluate the pattern and then after reviewing the validity of the questionnaire through Exploratory Factor Analysis, it was given to some managers who, based on Judgmental Sampling, had been chosen out of managers of branches and units of municipalities in Esfahan province. The relationships between components of the model were reviewed using structural equation model. The findings demonstrated that the hypotheses were confirmed and the effect of individual, behavioral and structural factors on lay-off, the mutual effect of behavioral and structural factors and also the effect of individual factors on structural and behavioral factors are meaningful and direct.To this end, municipalities can take the right decisions, which are based on the views of experts, about the time of lay-off, the branch or the people who are going to be laid off and also the influential resources in lay-off.         Manufacturing company’s decisions regarding the quantity of production and inventory is a production planning and inventory control problem. Decisions about transferring products are expressed as a transportation and routing problem. Considering these three problems together results in an integrated production-inventory-routing planning (PIRP) which is one of the important supply chain problems. Companies which solve their PIRP problems better can decrease the cost of their products and gain more competitive advantage compared to other competing companies. Based on today’s strict regulations, companies must take into account environmental considerations in addition to economical ones in all their processes, from production until supply. Thus, an appropriate transportation planning can prevent the excessive increase in costs and decrease environmental pollution. Therefore, this study integrates the problem of decreasing environmental pollution with PIRP and develops a green PIRP (GPIRP) problem which efficiently considers the economic and social dimensions of production and supply. This problem is modeled in an integrated manner using the MILP approach. In order to show the applicability of the developed model and its practicability of environmental aspect, a case study is conducted on Ahvaz Sugar Refinery, Iran.         Nowadays, the wide changes in various dimensions put managers in serious challenges. This issues cause the current plans will no longer be able to response, therefore it is necessary to use new approaches such as foresighting. Meanwhile, one of the main concerns of managers is the effect of their decisions on the key variables. This study using a foresight and systematic approaches and design the dynamic sustainable development model to seeks an answer to this important management issue. First we presented a framework for sustainable development and then, using the “Mic Mac” method identified the key drivers of sustainable development. In the next step, by designing a scenario portfolio, future possible scenarios for sustainable development were determined.         Knowledge as a strategic resource in organizations is a major and effective factor in creating and sustaining competitive advantage. In industrial clusters, which include a set of organizations with similar field of activities, there is a joint effort among members to save resources and enhance their competitive ability. One of these joint activities is the exchange of knowledge among the members, which reduces the cost of knowledge acquisition, increasing collaboration between companies, the ability to innovate and strengthen their competitive ability. In this paper, a goal programming model for the process of knowledge exchange in industrial clusters has been presented based on the data of industrial cluster of animal feed, poultry and aquaculture in Golestan and its results have been analyzed. Achieving the ideal degree of knowledge in the cluster and the amount of budget assigned are considered as two model ideals. In this model, for the process of knowledge exchange, there are two types of presence and non-attendance methods that have significant differences in terms of cost and duration of the transfer. Analyzing the model parameters and examining the results shows that the use of both face-to-face and non- attendance methods for the exchange of knowledge enables companies to flexibly participate in the process according to their working conditions and resources. It also provides better understanding to cluster managers in order to be able to make better decisions and planning in order to achieve greater returns from the knowledge transfer process, based on existing resources and goals.         Nowadays, it is an essential for organisations to move forward to achieve new technologies. However, organisations should assesment all aspect of technology transfere before do it for their own organisation. In this research, the factors affecting the acceptance of the Information Technology (IT) in health section is studied. For this, establishment the Hospital Resource Planning (HRP) in governmental hospitals of the Semnan is considered as case study and to investigate the relationship between effective factors, a survey research has been used. The research population consists of 600 qualified personnel of govermental hospitals in semnam state. Sample size was obtained 147 based on kochran method. Therefore, 200 number of questionnaires include 7 dimensons based on Vakentash model were distributed via simple random sampling. 150 perfect questionnaire were gathered and data were analysed using SPSS and smart PLS 3. Results in 95% confidence interval show that lubrication of hospital proccesses is affect on both of perceived usefulness and using tendency of Hospital Resource Planning (HRP) systems. In addition, organizational facilitators can cause in increasing perceived easly using of this system. Finally, the security of hospital resource planning systems will increase the willingness of employees to use it. The results of this study provide a native model of technology acceptance in the field of health care. According to these results, issues that authorities in hospitals and upstream organizations, including the Ministry of Health, should be ensure about them have been detected. Manuscript profile

        Water resources have always been the focal point of the civilizations and urbanities formation. Human societies, at the early age until now, have been initiated around these resources. Therefore the preservation of the water resources for the next generation and correct exploitation, play a crucial role in sustainability and extension of civilizations. Then, most of the experts believe that wars at the 21th century are about clean and pure water resources. In these days, because of excessive increase in environment uncertainty, the traditional planning approaches/methods have lost their usefulness. To confront these uncertainties and at the age of Cold War, scenario planning established as one of the future proofing approaches/methods. In scenario planning, against the traditional planning methods, the future has not seen as the extension of the past, on the contrary, general environmental drivers and forces form the future state of a system. Considering the uncertainities in water resource management,this article has tried to use scenario planning approach for future proofing, finding driving forces that shape the future state of water resources in the Golestan province and then determined the crucial drivers by interview with the experts of strategic management and water resource planning fields.         Organizations today look at outsourcing as a strategy. Achieve world-class capabilities and capabilities, flexibility in the long run, increase segments, improve operational performance such as higher quality, increase productivity, shorter lead times, better use of equipment, increase output and increase profits. Can be cited as reasons for outsourcing. In implementing this strategy, there are influential factors and criteria that increase and improve performance. The aim of this study was to identify and prioritize service outsourcing criteria in the General Administration of Roads and Urban Development of Mazandaran. The present study is fundamental-applied in terms of purpose and descriptive-survey in terms of method. The statistical population of the study was the managers and experts of the General Directorate of Roads and Urban Development and the experts of the companies providing services to this General Directorate in 2019. Questionnaires made by the researcher were used to collect data. The face and content validity of this tool was confirmed by experts and its reliability was analyzed based on incompatibility coefficient less than 0.1. The data of this study were collected after distributing paired questionnaires among individuals and then analyzed using Expert Choice software. The results showed that the outsourcing criteria of services include: evaluation and management, decision making and planning, and also the evaluation and management criteria had nine sub-criteria and the decision-making and management criteria each had eight sub-criteria that the weight and importance of outsourcing criteria.
